Although an investment -estimated at $ 69,000,000- was approved by the Uruguayan government and repeatedly announced by the Mayor of Canelones, the construction of a five-star hotel with a private casino, shopping and other services being planned in Villa Argentina, was postponed after the bidding of the Hotel Casino Carrasco to a private group.
The investment project involved the construction of a marina with 52 moorings, a five-star hotel with 180 rooms, spa, convention hall, shopping and cinema complex, a private casino, a golf course, shops and a division of about 600 residential lots. Its creation would create about 2,000 jobs during construction and 450 permanent jobs in accommodation and services, as published on the website of the Presidency.
This enterprise should be mainly sustained by revenues from the casino, aimed to "premium" players -the level of those attending the Conrad Punta del Este- plus residents and tourists from Montevideo and Canelones. One of the opportunities this investment had was its closeness to the Carrasco Airport -about 25 kilometers- but unfortunately it was lost after the bidding of the Hotel Casino Carrasco which points to a similar audience and is about 5 kilometers from the airport.
The advantages of the Hotel Casino Carrasco such as its closer proximity to the airport and its emblematical character "are major threats to be faced by Altos del Aguila if both projects are carried out," added a financial study of viability. Besides the project faced the challenge of being meant for a public that nowadays does not visit this area. According to the local Board, these conditions determined the decision to put the project on hold, leading to disappointment among local people, who were encouraged by the investment.
